A three-member panel set-up by the Indian government has recommended the strict enforcement of sexual assault laws, a commitment for speedy rape trials and changes to the country's antiquated penal code to protect women in the wake of a gang rape in New Delhi in December. The panel received more than 80,000 suggestions for a complete overhaul in the criminal justice system's treatment of violence against women.

As more young, small-scale farmers launch into agriculture, many are stumbling on a major obstacle: a lack of cash.

So the U.S. Department of Agriculture is stepping in to help. Last week, Agriculture Secretary Tom Vilsack announced a "microloan" program that will distribute loans of $35,000 or less in an effort to smooth the path for first-time farmers.
